PROJECT ESSENCE

Complex by nature.
Clear by design.

Public education ERP projects are highly complex — they must support finance, HR, payroll, compliance, reporting, data privacy, security, integrations, training, and long-term operational continuity across a large user base.

This initiative focused on transforming the existing enterprise environment into a structured modern ERP program — covering financial management, human capital management, payroll administration, grant tracking, procurement, budgeting, data migration, workflow automation, security, and reporting.

Responsibilities were divided between a US Prime Contractor and documentation, approach, use-case consolidation and software implementation support teams. AmanraSoft supported the conversion of fragmented requirements into a website-ready, stakeholder-friendly and proposal-ready narrative.

ENTERPRISE NEED

Modernizing a fragmented enterprise environment

The district’s ERP environment needed to reduce manual interventions, improve financial accuracy, streamline HR and payroll, strengthen compliance, and support better reporting.

  • Manual approval processes and multi-step finance workflows
  • Payroll complexity for salaried staff, hourly staff, substitutes and variable contracts
  • Manual absence management and substitute coverage tracking
  • Self-service reporting requirements for HR, staff and leadership
  • Migration of historical records from legacy systems
  • Training needs across thousands of users with different roles and access levels
  • Real-time and centralized financial decision-making support
  • Position control, budgeting and staffing visibility
  • Unified employee self-service capabilities
  • Data privacy obligations under education and HR compliance frameworks
  • Integration with multiple third-party education, payroll and reporting systems
  • Phased go-live across a broad district user base
ERP SCOPE

Two solution pillars: Finance & HCM

The ERP implementation scope was organized into two primary pillars — Financial Management Modernization and Human Capital Management Modernization.

Financial Management Modernization

Improve fiscal accountability, reduce manual intervention, support public-sector financial compliance, and provide real-time visibility into budgets, grants and transactions.

  • General ledger configuration
  • Budgeting and position control integration
  • Multi-fund reconciliation tracking
  • Purchase order and invoice matching
  • Grant and cost allocation
  • AP processing improvement
  • Accounts Payable automation
  • Cash management
  • Requisition-to-payment workflows
  • ESS/MSS activity workflow
  • Financial reporting governance
  • Year-end close workflows
Pillar 02

Human Capital Management Modernization

Unify HR operations, improve payroll accuracy, support staff onboarding, role-based access, absence management, employee self-service and compliance.

  • Recruitment and onboarding workflows
  • Benefits administration
  • Absence management and substitute tracking
  • Time and attendance
  • Talent management workflows
  • Position control contribution
  • Payroll processing support
  • Position control and vacancy tracking
  • Substitute system integration
  • Teacher certification tracking
  • ESS/MSS portal enhancement
  • Role/security permissions
COMPLIANCE LAYER

Built around education-grade compliance

A public education ERP must protect sensitive student, employee, payroll, finance and operations data. Compliance must support the full user framework.

NYS Education Law 2-d

  • Student data protection
  • Data security planning
  • Consent notification workflow
  • Vendor protection obligations
  • Third-party records

FERPA & Records

  • Role-based record access
  • Educational data governance
  • Secure audit logs
  • Controlled reporting access
  • No unauthorized data use

NIST Cybersecurity

  • Zero-trust network approach
  • MFA from authorization
  • Secure access control
  • Regular penetration testing
  • Security monitoring

ERP Security Controls

  • AES-256 encryption at rest
  • TLS 1.2+ in transit
  • SOC monitoring
  • Role-based access control
  • VPN & logging for offshore access

ERP DELIVERY CONTROL

Six risk lenses, six mitigation playbooks

ERP delivery carries operational, technical, compliance, and adoption risks. Each risk must include a clear mitigation.

!

Data Migration Risk

Risk: incomplete, duplicate or stale legacy records.

Mitigation: full data audit, conversion, validation windows, reconciliation dashboards and sign-off cycles.

!

Payroll Accuracy Risk

Risk: labor deductions, benefit calculations and CBA rules.

Mitigation: parallel payroll cycles, payroll team review, CBA rule configuration.

!

Compliance Risk

Risk: privacy laws or audit requirements not met.

Mitigation: compliance-backed design, logging, monitoring, audit-ready SOPs and training.

!

Integration Risk

Risk: third-party apps, bank and state reporting failures.

Mitigation: API endpoints, FERPA, fiscal reporting, SSO and workflow testing.

!

Timeline Risk

Risk: phased requirements, stakeholder availability and approval gaps.

Mitigation: sprint plans, executive checkpoints, governance calls and milestone reporting.

!

User Adoption Risk

Risk: thousands of users across diverse roles.

Mitigation: role-based training, instructor-led sessions, sandbox access and hyper-care.
